FACT CHECK: Obama understates Keystone XL jobs

WASHINGTON ? President Barack Obama has revived debate about the number of jobs that would be created by the proposed Keystone XL oil pipeline from Canada to Texas. The 1,700-mile pipeline would carry oil from tar sands in Alberta to refineries in the Houston area, passing through Montana, South Dakota, Nebraska, Kansas and Oklahoma.

During a jobs speech Tuesday in Tennessee, Obama downplayed the pipeline's effect on jobs, calling it a "blip" compared with the overall economy. He also made that point in an interview with The New York Times last week.

The president correctly characterized the project's overall effect on U.S. employment but underestimated the number of jobs it would create.

The $7 billion pipeline has become a contentious issue. Project supporters, including unions and lawmakers from both parties, tout the jobs it would create and demand its approval, while environmentalists urge the president to reject it, saying it would carry dirty, carbon-intensive oil.

The State Department expects to issue a final report later this year on whether the project should move forward. The department has authority over the pipeline because it crosses a U.S. border.

Asked Wednesday about the number of jobs that would be created by the pipeline, State Department spokeswoman Marie Harf said, "The president was clearly stating the proposed Keystone XL project would have a negligible impact on the overall U.S. job market, which was the finding of the State Department" in a draft report last March.

A look at some of the president's recent assertions on the pipeline and jobs and how they stack up:

OBAMA: "Republicans have said that this would be a big jobs generator. There is no evidence that that's true," he said in The New York Times interview. "And my hope would be that any reporter who is looking at the facts would take the time to confirm that the most realistic estimates are this might create maybe 2,000 jobs during the construction of the pipeline - which might take a year or two - and then after that we're talking about somewhere between 50 and 100 (chuckles) jobs in an economy of 150 million working people. ... That is a blip relative to the need."

THE FACTS: It's not clear where Obama came up with the 2,000-jobs figure.

The project's developer, Calgary-based TransCanada, has said the pipeline could create as many as 13,000 construction jobs - 6,500 a year over two years.

In its March report, the State Department put the number of construction jobs at 3,900 on an annual basis. That figure doesn't include an estimated 4,000 workers that TransCanada says it has hired for a 485-mile southern segment of the pipeline that already is under construction and nearing completion.

Nor do the figures include the peripheral jobs that would be created as a result of a major infrastructure project.

TransCanada says about 7,000 manufacturing jobs will be needed to support the overall project, which will stretch from Canada to the Gulf of Mexico.

The State Department report goes further. It estimates that the project could help create - directly and indirectly - as many as 42,000 jobs, including jobs for suppliers and subcontractors that provide equipment and materials, as well as lodging, food services and other jobs related to construction. The figure includes part-time jobs.

DAMASCUS, Syria (AP) ? Rocket attacks struck government-held districts in the central Syrian city of Homs on Thursday, setting off successive explosions in a weapons depot that killed at least 40 people and wounded dozens, an opposition group and residents said.

The blasts sent a massive ball of fire into the sky, causing widespread damage and panic among residents, many of whom are supporters of President Bashar Assad.

One resident said the explosions were so strong they cracked the walls of some buildings. Thick smoke and dust could be seen from a distance as explosions shook the ground.

A video posted online by activists showed a huge ball of fire over Homs neighborhoods.

The explosions in Homs reflected the see-saw nature of the conflict. It showed that despite significant advances by Assad's military, rebels could still strike back.

An official at the governor's office in Homs said about 10 rockets slammed into the neighborhood of Zahra and the nearby sports stadium, sparking a large fire and causing several casualties. He said the explosions caused massive destruction and wounded at least 130 people. He didn't offer a number for those killed.

The official spoke on condition of anonymity in line with government regulations. He did not give a casualty figure.

The Britain-based Syrian Observatory for Human Rights, which closely monitors the fighting in Syria, said 40 people were killed and 120 were wounded ? some critically ? when rockets struck an arms depot, igniting the fire.

A resident of Homs corroborated that account, saying he heard blasts for more than an hour after the first explosion. He said they could be heard from the overwhelmingly pro-regime districts of Wadi Dahab and al-Walid, where the regime is known to keep arms depots.

"Rockets were falling on the area ... when the arms depot began to explode but we don't know if the rockets triggered the blasts," he said, speaking on condition of anonymity for fear of retaliation.

He said the explosions were so strong that "they shook parts of the city." They also shattered all windows in the area and cracked walls, he added.

He said he spoke with Syrian Arab Red Crescent paramedics who told him that at least 22 bodies were taken to hospitals.

The explosions in Homs coincided with a rare trip by President Bashar Assad to a former rebel bastion near the capital, Damascus, to mark Army Day.

Assad's visit to Daraya is his first known public trip outside the capital, his seat of power, in more than a year. He visited the battered Baba Amr district in the central city of Homs after troops seized it from rebels in March 2012.

It also is the latest sign of confidence from Assad, whose troops have been on the offensive and scored significant gains against rebels in recent months. Assad pledged victory over troops fighting to topple him.

More than 100,000 people have been killed since the uprising against the Assad family's four-decade rule began in March 2011. The revolt later escalated into a civil war, which has uprooted millions of people from their homes.

Wilton Resident, Former Golf Pro To Host MS Benefit Tourney

WILTON, CONN. -- A Wilton resident who has multiple sclerosis has organized a charity golf tournament in Ridgefield to help fight the disease.

Greg Jacobson, known as Jake, is hosting the Sept. 25 event at Ridgefield Golf Club. It is the event's inaugural tournament.

Jacobson was a fixture at the Ridgefield Golf Club for nearly 20 years with numerous club championships and a course record. He also was a regular competitor in Connecticut State Golf Association tournaments, playing in numerous Connecticut Opens, Amateurs and Mid-Amateurs.

His golf career came to an end in 2011 when he was diagnosed with progressive multiple sclerosis, a debilitating form of the disease in which individuals can lose motor function over time. There is no known cure for multiple sclerosis.

The disease of the nervous system may include loss of sensitivity or changes in sensation such as tingling, pins and needles or numbness, muscle weakness, very pronounced reflexes, muscle spasms, or difficulty in moving; difficulties with coordination and balance, problems with speech or swallowing, visual problems, fatigue, acute or chronic pain, and bladder and bowel difficulties.

For the Sept. 25, The best ball tournament starts at 1 p.m.. The two-person team entry fee is $400 and includes golf, cart, lunch, dinner, drinks, contests, prizes, raffle and a silent auction. There will be three divisions -- scratch, men's and women's (both with 80 percent handicap).

Earlier this week, Slate published an article by Evgeny Morozov with what is probably our least favorite title ever: "Down With Lifehacking." We considered writing a straight up rebuttal, but then it occurred to us that you might have just as much to say on the subject as we do. Welcome to a very special edition of Flame Wars.

DETROIT (AP) ? The Detroit Pistons have made another move in their busy offseason, acquiring Brandon Jennings as they desperately try to end their four-year postseason drought.

Detroit landed the point guard from the Milwaukee Bucks for point guard Brandon Knight and two prospects, according to a person familiar with the deal.

The person, who spoke Tuesday on condition of anonymity to The Associated Press because the trade hasn't been announced, said Jennings has agreed to a $24 million, three-year contract with the Pistons. The person said Detroit will also give up seldom-used Ukrainian center Viacheslav Kravtsov and forward Khris Middleton in the deal.

Detroit has been active this offseason, signing free agents Josh Smith, Chauncey Billups and Luigi Datome along with bringing back Will Bynum.

The Pistons signed Billups in part to mentor Knight, but have chosen to replace him with Jennings. They're in a win-now mode, and must figure Jennings gives them a better shot to have success this season than Knight, who hasn't shown he can be a reliable point guard.

Milwaukee drafted Jennings 10th overall in 2009 out of Oak Hill Academy and he averaged 17 points, 5.7 assists and 2.4 turnovers over four seasons with the Bucks, who could've matched any offer made to the restricted free agent this offseason. He averaged a career-high 6.5 assists and 17.5 points last season, a year after averaging a career-best 19.1 points a game.

Instead of keeping a player who might not have wanted to stay, the Bucks are adding to their depth with another young point guard and two players. Detroit drafted Knight eighth overall in 2011 out of Kentucky. He averaged 13.1 points, 3.9 assists and 2.7 turnovers.

The 6-foot-11 Kravtsov averaged 3.1 points and 1.8 rebounds in 25 games last season as a rookie. Middleton, a second-round pick last year from Texas A&M, averaged 6.1 points in 27 games.

The Bucks, coming off their first postseason in three years, also were finalizing a two-year deal for just under $6 million with free agent combo guard Gary Neal.

After starting his career overseas playing in Italy, Spain and Greece, Neal spent the first three seasons of his NBA career with the San Antonio Spurs. He earned a spot on the team after a standout performance in summer league play, then quietly emerged as a potent scorer off the bench for one of the best teams in the West. Neal averaged 9.7 points and shot 38.9 percent from 3-point range in his three seasons in San Antonio.

His 24 points helped the Spurs to a 36-point win in Game 3 of the NBA Finals against the Miami Heat. The Spurs abruptly pulled a qualifying offer from Neal last week after agreeing to terms with shooting guard Marco Bellinelli. Suddenly a free agent, Neal said he is looking forward to joining the Bucks, where coach Larry Drew told him there's an opportunity for a more featured role.

"In San Antonio you had the expectation of being a team that's going to be in the playoffs or make it to the Western Conference finals every year," Neal said in a telephone interview. "Even though Milwaukee doesn't have those same expectations nationally, I have an opportunity to play a bigger role and a bigger part here. As a competitor you look for that situation. This is the first time I've had this role in the NBA."

Neal will help add some scoring punch to a backcourt that lost Monta Ellis and J.J. Redick earlier this summer.

"For the most part it's just something I'm excited about and happy about," Neal said. "Especially talking to coach Drew and ownership, it's something that has me excited. I kind of wish we could start tomorrow."
