Despite Athens' efforts, however, several important elements of the deal remained unsolved.

To convince the rest of the eurozone that the new aid money won't be squandered, Greece is expected to be forced to set up a separate account that would ensure that it services its debt. This escrow account would give legal priority to debt and interest payments over paying for government services.

The idea behind such an account is that it would maintain pressure on Greece to stick to promised austerity and reform measures, without the eurozone risking the destabilizing effects of a default.

"What happened in the past cannot happen again, that billions (of euros) flow into Greece but get put into consumption there," said Maria Fekter, Austria's finance minister, as she headed into Monday's meeting.

But she cautioned that current proposals for administering the account themselves are expensive and those costs need to be reduced to make the plan feasible.

Eurozone finance ministry officials Sunday night concluded that only funds from the bailout would be funneled through the account and that Greece won't be required to pay in taxpayer money, German Finance Ministry spokeswoman Marianne Kothe said in Berlin, citing the current state of the negotiations.

The escrow account nevertheless would be an unprecedented intrusion into a sovereign state's fiscal affairs and could ultimately see Greece force to pay interest on its debt rather than its teachers, doctors or other government employees.

The second big outstanding issue is how to make sure that the current efforts to save Greece can actually bring the country's debts down to a manageable level in the longer term. In October, eurozone leaders and the IMF said that Greece's debt should be reduced to around 120 percent of annual economic output by 2020, from above 160 percent currently.

But a new report prepared by the European Commission, the ECB and the IMF concluded that the new bailout, Athens' spending cuts and a planned euro100 billion debt relief from private investors would still leave Greece's debt at almost 129 percent of economic output by the end of the decade.

The eurozone is still discussing several ways to close this financing gap.

The Greek official said there appeared to be agreement on further reducing the interest rate on Greece's first, euro110 billion bailout as well as having national central banks in the eurozone, which also hold some Greek bonds, participate in the debt relief.

But the official said that there was still no final decision from the ECB on whether it would be willing to transfer profits from its Greek bond holdings back to Athens. By molecular-labeling cancer cells this nanoparticle technology could be used to aid diagnosis.

Qdots are tiny fluorescent particles, smaller than a virus, and over 1000 times smaller than a cell, which can be linked to biological molecules, such as antibodies. Once linked, the fluorescence would make it easy to find which cells contain the protein the antibody recognizes, and where in the cell this protein is located. However there have been problems getting the Qdots into cells without them clumping, or being packaged in to endosomes, and excreted from the cells as waste.

Researchers from the City College of New York have overcome this problem by coating the Qdots in lipid and protein coats based on Sendai virus. Prof Maribel Vazquez explained, "While cells have complex defense mechanisms to protect themselves against attack, viruses have evolved ways to fool the cell into letting them in. We were able to exploit these mechanisms by fusing inactivated mouse parainfluenza virus with liposomes containing Qdots. The Qdots were in turn attached to an antibody against EGFR. So, once inside the cell, the Qdot-antibody complexes were able to bind to the receptor and the amount of bound complex could be monitored by measuring Qdot fluorescence."

This study looked at the level of EGFR as a marker for cancer but the Qdots could be attached to any antibody. Antibody-Qdot sets would allow rapid identification of different cancer types, determine potential chemotherapy resistance, and lead a more individualized treatment plan.

For several years curcumin has been studied as a possible drug candidate to combat Alzheimer's disease, which is characterized by the accumulation of sticky amyloid-beta and Tau protein fibres. Link?ping researchers wanted to investigate how the substance affected transgenic fruit flies (Drosophila melanogaster), which developed evident Alzheimer's symptoms. The fruit fly is increasingly used as a model for neurodegenerative diseases.

Five groups of diseased flies with different genetic manipulations were administered curcumin. They lived up to 75 % longer and maintained their mobility longer than the sick flies that did not receive the substance.

However, the scientists saw no decrease of amyloid in the brain or eyes. Curcumin did not dissolve the amyloid plaque; on the contrary it accelerated the formation of fibres by reducing the amount of their precursor forms, known as oligomers.

?The results confirm our belief that it is the oligomers that are most harmful to the nerve cells, says Professor Per Hammarstrom, who led the study.

?We now see that small molecules in an animal model can influence the amyloid form. To our knowledge the encapsulation of oligomers is a new and exciting treatment strategy.

Several theories have been established about how oligomers can instigate the disease process. According to one hypothesis, they become trapped at synapses, inhibiting nerve impulse signals. Others claim that they cause cell death by puncturing the cell membrane.

Curcumin is extracted from the root of herbaceous plant turmeric and has been used as medicine for thousands of years. More recently, it has been tested against pain, thrombosis and cancer.

Assistant U.S. Attorney Brian Kelly said it appears that the 82-year-old?Bulger?is trying to "run out the clock" to avoid trial altogether.

"To suggest that he needs a full year ... I don't think is appropriate," Kelly said.

Magistrate Judge Marianne Bowler said she understands what a "monumental task" reviewing the materials will be and said she would consider Carney's request to hire additional lawyers. Bowler scheduled a status hearing for March 19.

Bulger, who was also a top-echelon FBI informant, fled Boston in 1995 after being tipped by John Connolly Jr., his longtime FBI handler. Connolly recently completed a 10-year prison sentence on racketeering charges and is now serving a 40-year sentence for helping to set in motion a mob hit in 1982 against a business executive.

Tom Donahue, the son of a man allegedly killed by?Bulger, said he and the families of other victims want to see?Bulger?go to trial.

"My biggest fear is delays," he said.

Donahue's father, Michael, a truck driver, was killed during a hit on a man who was cooperating with investigators against?Bulger. Michael Donahue gave the man a ride home.?Bulger?and another man are accused of riddling their car with bullets.

CoE takes step towards allowing women bishops (Reuters)

LONDON (Reuters) ? The Church of England moved closer to the consecration of women bishops Wednesday when it voted against giving strengthened legal protection to traditionalists who favor an all-male clergy, a decision that could lead more to switch to Rome.

The vote was the last chance for the church's parliament, or synod, to influence the draft legislation in its long legislative process before it heads to the House of Bishops for consideration in May.

If the bishops make no changes, the draft will return to synod in July for a final vote - 20 years after it voted in favor of women priests.

That women will get to wear the mitre is in little doubt. What the synod had to consider was how much extra provision traditionalist Anglo-Catholics and conservative evangelicals would get and how much more authority liberals should cede.

The consecration of women, along with homosexual bishops and same-sex marriages, is among the most divisive issues facing the 77 million members of the Anglican Church round the world.

Other Anglican provinces already have women bishops, including the United States, Canada, Australia and New Zealand.

Traditionalists and evangelicals, who say they represent 1,000 of the 13,000 parishes in England and Wales, wanted to strengthen the legal position of male bishops ministering in dioceses where parishes objected to women bishops.

They backed a motion which in effect resurrected a proposal put forward by the two most senior Church of England clerics, the archbishops of Canterbury and York, in July 2010, but which was rejected by the synod at the time.

It would have provided for a so-called nominated bishop, working alongside the female bishop under a system of a co-ordinate, or shared, jurisdiction, drawing his authority from the church rather than diocesan bishop.

Traditionalists argue that as Jesus Christ's apostles were all men, there is nothing in the Bible or church history to support women bishops.

Had the synod voted for their proposal, it could have held up the legislative process by a year. As it is, traditionalists have asked the House of Bishops to "provide properly for those unable in conscience to accept the oversight of women bishops."

Liberals argued they had made enough concessions already, and any further compromise would create "second-tier" women bishops.

The synod voted in favor of the liberals' stance, that the draft legislation should go forward unchanged.

"We want to honor the efforts of all those who have gone before and allow the current measure to go forward to final approval and see what happens at that stage," the Reverend Rosemarie Mallett told synod.

The vote could see more traditionalists move over to Rome. About 60 Anglo-Catholic priests and 1,000 parishioners have already taken up an offer by Pope Benedict to convert and form an "ordinariate" within the Roman Catholic Church while keeping some of their Anglican traditions.

Nearly a third of the Church of England's working priests are female.

The synod vote is not binding and the House of Bishops can choose to accept it or ignore it.

The draft legislation will need a two-thirds majority in each house of synod - bishops, clergy and laity - before it can go before the British parliament, with the first woman bishop unlikely before 2014.
